O. Kate Scott, MBA, M.Ed., is the President & CEO of the Virginia Council on Economic Education, where she leads statewide efforts to expand economic and financial literacy and strengthen students’ capacity to make informed, confident decisions. With more than 15 years of experience in economic education, workforce development, and organizational leadership, she is recognized for building strategic partnerships, advancing equity‑driven programming, and supporting educator capacity across all 132 Virginia public school divisions.

Scott began her education career as a public school teacher at Forrest County Agricultural High School in Mississippi, where she taught Business Management & Administration and supported at‑risk students through targeted academic remediation, intervention, and career readiness initiatives. Her classroom experience continues to shape her commitment to practical, accessible, and empowering decision‑focused education.
She later served as Associate Director of the George Mason University Center for Economic Education and has held national board and committee roles with the Council for Economic Education and the National Association for Economic Education.
